Artūras Melianas started to work in the Social Care Centre of the Vilnius municipality in 1992. He created system framework of the social support and services. With special attention to collaboration with non-governmental organizations he and other interests succeeded to open number of new social services: Mother and Child Pension, first Vilnius Hostel, Nursing Home, Employment Centres for children with mental disorder and mental illness.

Artūras Melianas was elected to Vilnius Municipality Council in 1997 and 2000. He managed on Social Affairs Committee. There was built first social houses, also extended social care services for seniors, performed first social services researches, created first system for collaboration with non-governmental and ecclesiastical organizations in Vilnius.

He returned to work at the Vilnius Municipality Health and Social Affairs Committee in 2005. Together with colleagues he succeeded to develop social support network in the city, improved information presentation about social services, initiated first Lithuanian social services contest and etc.

Artūras Melianas was proud of working with social work pioneers and experts in Lithuania: Dana Migaliova, Gediminas Urbonaitis, Albinas Jakubauskas, Alfredas Nazarovas, Rasa Kavaliauskaitė, Angėlė-Danutė Čepėnaitė, Sigitas Bilevičius, Gražina Vaivadienė, Vaidotas Ilgius and others.
