In 2000 Artūras Melianas proposed to establish Naujoji Vilnia Community. He gave support to traditional Joninės feast (to make scene), also organized Olympics sports, creative contest for N.Vilnia children and parties for pensioners.

Artūras was one of the initiator of Soccer complex construction project in the district of Naujoji Vilnia. He organized the signatures collection of people against old tire burning plant instead of former “Neris” factory and met with success. He also realized relocation of N.Vilnia ward in to the N.Vilnia Culture Centre.
